The Delta Reform Act of 2009 outlines, under its definitions of coequality, the aspects of the Delta it seeks to address and the means by which it intends to do so. Yet, an examination of these legislations reveals how the dialectics of their writing can shape and sway interests, often favoring one agenda over another.

Revisiting these policies through new lenses gives rise to two additional sets of legislations. The first is written from a non-human perspective, granting agency to the Delta’s ecology—the fish, the birds, the plants, and all other life forms entwined within it. The second offers a compassionate human perspective, one that aspires toward objectives beyond capitalist imperatives.

Together, these become the Imposition Cards. They establish the policies that govern how camps are built and operated, defining the numerical limits, resource allocations, and veto powers that shape the game’s evolving terrain.
